Department of external connections of SJSC “National Network of Auction Centers' at the head of General Director of the Company in the first half of 2004 continued work on the fulfillment of the instruction of the Cabinet of Ukraine # 43483 dated July 29, 2003 in part of organization of information and consultative provision of the development of cooperation among business circles of Ukraine and Transition Islamic State Afghanistan.

In the second quarter of 2004 our company started active work on organization of information and consultative provision of the development of cooperation among business circles of Ukraine and Republic Tajikistan with the aim of organization of interaction of the enterprises of different types of ownership of both countries.

In order to promote on the market of Afghanistan and organization of goods supply of Ukrainian producers only in 2004 6 visits of Ukrainian delegations of business circles of Ukraine were arranged to Afghanistan . To the market of Afghanistan such Ukrainian companies as JSC 'KRaZ', SE 'УUkrOboronService', CJSC 'YUG', JSC 'Atomremont', JSC 'Gradostroy' and other have been introduced. Information-business data base was created that provides further development of contacts of business representatives of both countries.

Representatives of SJSC “National Networks of Auction Centers” several times participated in the work of government delegations of Ukraine to Afghanistan. Based on the results of the delegation April 4, 2004 the draft agreement was signed between Government of Ukraine and Transition Islamic State Afghanistan about trade and economic cooperation. Visits organized by SJSC “National networks of Auction centers”  within the period from May to August of 2004 were especially productive.

In the result of meetings of General Director of SJSC “National Networks of Auction Centers ” Yu.M. Taratorin with the Ministers of foreign affairs, defense, education, health, mountains and construction, transport and city building, Government executive of Kabul, other  chief official servants, in particular from Ministry of Energy   the following agreements and contracts were signed with:

·  Ministry of foreign affairs for management and conducting the construction in electric and energy complex of Afghanistan;

·  Ministry of Defense – formation together with Ministry of Defense of Afghanistan of specialized department on demining activities of the territory of Afghanistan, supply of automotive machinery, foodstuff  and outfit;

·  Ministry of Health – receipt of exclusive right for delivery to Afghanistan of medicines, medical means and equipment produced in Ukraine;

·  Ministry of city development and economy – agreement for restoration and repair of 600 domestic 4-6 storied  buildings in Kabul built by USSR, restoration of water supply, heating system, sewage pipes, development of residence districts, DSK restoration, construction docks and other enterprises was prepared.

·  Ministry of Energy Министерством энергетики – the contract on issues of construction management in energy complex, supplies, installation and commissioning of wind power plants has been prepared and is being coordinated now;

·  Executive servant of Kabul – the contract for conducting activities on construction and reconstruction of construction and industrial public sector, delivery of road-construction automotive machinery, public motor transport was prepared and is being coordinated now;

·  Coordination center of Afghanistan reconstruction – for delivery of consumer goods, construction materials, dismountable cottages, furniture, cars, tractors, technological equipment for plants and factories, computer machinery, telecommunication equipment, removal of  iron-and-steel and nonferrous scrap;

·  Company 'New Shahin' – in issues of construction management, supply of trucks KrAZ, UAZ and spare parts to them, buses, tractors, construction materials, consumer goods, medicines, production of furniture for schools, offices, houses..

Up to present the first lot of automotive equipment has been delivered to Afghanistan including 10 units of which - 6 dump trucks, 2 service stations, 2 passenger buses. Next lot is prepared for shipment -  3 trucks KRAZ for presentation on the exhibition- sale in Kabul that will assist in exanimation of the demand and to determine the scopes of next supplies of this machinery to Afghanistan .

Based on the mutual wish of Ukrainian and Afghan parties for implementation of planned actions aimed to realization of the draft Agreement between Government of Ukraine and Transition Islamic State Afghanistan about trade and economic cooperation the activity was arranged on the preparation and formation of JV 'Ukrainian – Afghan corporation'. JV 'Ukrainian – Afghan corporation' has been registered, corresponding licences on various kinds of activity have been set and it has started active activity on the market of Afghanistan since June 1, 2004.

Representative office of SJSC “National Networks of Auction Centers” was opened in Afghanistan for development and realization of signed agreements and contracts, refilling of data bases, processing of applications of Afghan and Ukrainian enterprises.
